I bought a unit in Saburtalo in 2023 and did a lot of comparing. Honestly, new buildings in Tbilisi offer excellent value. The prices are still low compared to European capitals — I paid about $62,000 for a brand-new 1-bedroom, fully finished. These buildings usually have elevators, better insulation, and underground parking — big bonuses if you plan to rent it out or live year-round. Some come with smart layouts and even small balconies. That said, you want to make sure the developer is reliable and the building is registered properly. Old Soviet blocks are cheaper but often come with maintenance headaches. In my view, new builds are safer and easier to manage, especially for foreign buyers.
